Have you checked the throttles are fully opening? It would be a good idea just to check crank position TDC by putting a piece of wire down the spark plug hole onto the piston. I would check the ignition advance curve and vacuum advance curve first. If the distributor has been reconditioned the weights and springs could be wrong. You could always swap distributors. Then check mixture throughout the range with Colortune or local equivalent or gas analyzer. The accelerator jet or main jet could be blocked or incorrect. Finally check valve timing. I doubt if Dennis would have given Jaak a racing cam! But mistakes do happen. Check tappets are 2 and 6 thousandths of an inch. If you have a dial gauge, check the valve lift against crank position and see if opening position, closing position and maximum lift are good.
