As Kieth has said, make sure carbs in good condition & get timing right before trying balancing. wear in throttle shaft or its holes ?bearings! will result in air leaks,also check for leaks in balance pipe seals or at carb flanges. I used to use two vacuum guages working from tappings in the carb flanges, adjusting carbs until identical readings obtained on both instruments. This method is commonplace on multicarbed motorcycles , using as many as four guages, . Vacuum guages are also very useful for diagnosing a whole range of ignition & valve timing malfunctions & even poor sparking plugs. most come with ful instructions.
