Hum; Sounds like a combination of factors. Being silent, means that both horns failed in the same way by not vibrating which is unlikely to be the same fault in the both horns. Possibly there were not enough volts to make a noise but enough to burn out the coil, which is only meant to vibrate (and for a short time). The horn relay probably stuck and without the engine running volts were low. The feed to the relay does not go through the ignition switch but straight to the battery via the starter solenoid.
