Filing the block must be done with care and a very fine large file. You might use emery cloth over a file. Preferably remove the studs. It really is no substitute for getting the block surface ground. And it takes a lot of patience and care. I have also ground the block on glass plate. You should also surface grind the heads, but do this after you have gas flowed the combustion chambers and balanced them with a burette. That way if they are out of balance you can grind at an angle to rebalance. You can also increase the compression ratio after some calculation. Once again with great care.
