If you push the pedal down slowly the second time does it go the same distance or does it go to the floor. The problem is likely to be the master cylinder. I assume you are not loosing fluid anywhere. Stamping the brakes rapidly to get pressure normally means master cylinder. Air is sponginess rather than travel. See diagrams on web site and notes I have put about master cylinder.
